You got this right. Exactly what I want.

I just meant to have VoIP call advertisement controlled

I'd prefer each application to have its own way to control its functionality.
That's more intutive to the end user.

I care about extending this functionality into Vinagre but we'll cross the
bridge when we come to it.

Similar to the one you described: 
    Enabled features

    [x] Receive voice and video calls      # i.e. Call channels
    [x] Receive incoming file transfers

looks good way to go.
