[tp-glib next 1] TpBaseConnection: absorb the functionality of the 
TpContactsMixin

It's a somewhat different "shape" - using a fill_contacts_attribute()
virtual method - so that it's (hopefully) introspectable. This is a
step towards folding Contacts into Connection.
