Did we not have AC_ARG_ENABLE(debug) somewhere else already?

Strictly speaking, this is underquoted (AC_ARG_ENABLE([debug], ...) - one level
of [] per level of ()).

The if/fi should remain an AS_IF, which doesn't matter except for when it does
(Bug #53445, <https://bugzilla.gnome.org/show_bug.cgi?id=681413>).
