I forget. It might have been about change-notification noise, or it might have
been "if the Parameters have public keys, etc., in them, then they could be
pretty large to be in every Tp process's memory"?

Given that we've mostly eradicated handles from our high-level API, it seems
somewhat appealing to remove that bit of jargon too; OTOH, perhaps this is one
sed too many.
