Possibly merge with https://bugs.freedesktop.org/show_bug.cgi?id=90838

I think XEP-0313 all but supercedes XEP-0136, or at least they offer very
similar functionality.

I guess XEP-0313 and/or XEP-0136 support should be implemented in the logger
component of telepathy.
