When sending a private message from Polari or Empathy to a user who is on the
other side of a Matrix to IRC bridge, the bridge log shows no evidence of the
message ever reaching it and the Matrix user never gets the message.

Messages from Matrix users on the other hand get delivered to IRC users.

Messages from any other IRC client do get delivered to Matrix users.

The problem is specific to Telepathy based clients.
