[Ipcf] Telepathy Specification v0.11

Hi,

I've tried to update the prototype to match the newest spec.
I had some success, but I was unable to complete the port
(I got too confused, and couldn't trace the errors).

I've tested the swiss server and the scw-client using google
talk, and as far as I can see the server works properly, but
there are still issues to be fixed in the client.

Although incomplete, I hope this will stil be of some use.
