[Telepathy] spec 0.13.3 released

I've just tagged spec 0.13.3 in darcs, and uploaded it to the usual
location at http://telepathy.freedesktop.org/spec.html.

The full darcs changes follow, but the main change is that the streamed
media channel changes which were posted earlier have been merged in, so
that UIs can use the Request/ListStreams methods and related signals to
indicate which type of call is desired, and the ICE-specific signalling
stuff which the streaming engine uses has been split off into an
interface. This has the benefit that magic (eg, hardware-controlling
such as a phone dialler) connection managers no longer have to have any
of this ICE stuff they'll never use, and no special-casing is necessary
in eg mission control for a connection manager's dependency on the
stream engine - it can be launched as a channel handler for any channel
with the IceSignalling interface. Cool huh? :)
