[Telepathy] release: telepathy-idle-0.0.3

Hi all,

Here is a new release of telepathy-idle, which fixes a few bugs:

-Problem connecting to some IRCDs requiring PING before WELCOME
-Truncation of UTF-8 nicknames
-GetMembers returning local pending instead of current members
-Problems sending multiline messages

The tarball is available at
