Of course we do. Otherwise you end up requiring
$protocol_specific_encoding support in every client. The protocol
specific code is meant to live in the connection manager, and we present
an abstraction to the Telepathy clients. The abstraction is, you just
get the image in a byte array. The fact it arrived base64 encoded is an
irrelevant detail of the (stupid) vCard avatar mechanism.
