[Telepathy] telepathy-spec 0.13.4 released

An updated version of the spec has been tagged in darcs[1], and the
documentation updated at the usual location[2]. Changes below, but
essentially the Ice signalling stuff has been renamed to Media
signalling (similar to how it originally was), support for
requesting/changing stream directionality added, type-specific
capability flags, and some cleanups to our GObject generation tool.
