It is about provisioning (getting) connection manager parameters from
some URL provided by the service. It's mainly for SIP service providers
(but can be easily used for other services) that would need to setup
zillion configurations for the account. The user just puts the
provisioning url/auth and MC retrieves the parameters whenever going
online (or caches it for a short period of time). The server params can
change anytime without user bothering to fiddle with his accounts.

Right now it's more experimental then anything else. Once things are
working, the API docs can explain it in more details.
