We're generally not keen on the CM touching the filesystem, for security
reasons. We've floated the idea of this being enforced by e.g. SELinux but
we're not aware of anybody actually implementing this yet.

A nice side effect of this is that the CM never has any state maintained
between invocations, which I think makes the code simpler.
