This is a minor feature release from the stable 0.6.x branch, with the
following changes:

* Refactor debug flags, to make it possible to set persistence and
  debug flags separately
* Allow ./configure --disable-Werror on development versions of tp-glib

http://people.collabora.co.uk/~smcv/tp-glib-0.6.1-debug.diff illustrates
how to use the new debug-flags logic in a backwards-compatible way.

With that patch applied, if Gabble is compiled against telepathy-glib
0.6.1 or up, $GABBLE_PERSIST will tell Gabble to keep running even if there
are no connections (but have no effect on debug output), and $GABBLE_DEBUG
will increase debug output (but have no effect on persistence).

These changes have also been merged into the 0.7.x development branch,
so they'll be in 0.7.0 when it's released.
