[Telepathy] ANNOUNCE: telepathy-spec 0.16.0

I've just tagged telepathy-spec version 0.16.0. This new stable release
corresponds to the version of Telepathy that will be implemented by
Maemo 4.0 'chinook', and by version 1.0 of the One Laptop Per Child.

The API-stable 0.16.0 branch will be maintained at:

Highlights since the last stable release series include:
 * Tubes, a generic collaboration mechanism used extensively by the OLPC
 * Chat state notification
 * NAT traversal in media channels
 * GetLocalPendingMembersWithInfo on the Group interface
 * Signal-based avatar API (in parallel with the previous API)
 * Replaced the DTMF API

Darcs changes since 0.15.5 follow.
