AcceptDBusTube shouldn't return the D-Bus tube address

According to the current spec, GetDBusTubeAddress returns the error
org.freedesktop.Telepathy.Error.NotAvailable if the tube is not in the state
Tube_State_Open.

So it is not consistent to get the D-Bus tube address with AcceptDBusTube
before the tube is open.


The current implementation of 1-1 D-Bus tubes in Gabble returns NULL instead of
the address: Bug #13891.
