[Telepathy] Mission Control -> telepathy-glib patches for review

This patch updates the code-gen tools from telepathy-glib. In
preparation for using them, it also bumps the dependencies from
libtelepathy >= 0.3.0 to (telepathy-glib >= 0.7.1, libtelepathy >= 0.3.2)
and checks for Python in configure.ac.
