[Telepathy] Spec proposal: CallStates

In response to requests from the authors of telepathy-snom and
telepathy-sofiasip for call-state (ringing) notification, here's a proposed
spec for call states:

The use of a flags bitfield rather than just a boolean is so we can
re-use it for any other call states that come along (e.g. call-waiting).
An enum is unsuitable because SIP's 180 Ringing etc. are all optional,
so it would be misleading to suggest a progression through a fixed
sequence of states.
