[Telepathy] ANNOUNCE: libjingle-0.3.12

Hi,

I've just made a release of libjingle, version 0.3.12, made
out of Farsight's libjingle git tree.

There has been no libjingle development in the Tapioca tree
since over a year ago, and since the version in our tree
has many fixes, this is the preferred implementation to
use with Farsight.

  * Fixed a number of bugs in relaying code
  * Made compatible with g++4.3
  * Improved configure scripts
  * Removed Buzz/XMPP parts (only Base and P2P remain)
