Use case: offering from an application that is not the handler (click on
someone in an address book and choose "share desktop with").

* Parameters on incoming tubes should be read-only
* Parameters on outgoing tubes should be a parameter to Offer, set by Offer,
and undefined until Offer is called
* In particular, Parameters are not allowed in the request
