Currently, CMs raise inconsistent errors from RequestHandles. We seem to have
agreed to change the errors raised by RequestHandle to NotImplemented (for bad
handle types) and InvalidHandle (for bad identifiers). My 'invalidhandle'
branch implements this in tpsip.
