Steps to reproduce in empathy:

- log into irc server with username 'foo'
- join room 'foo'
- from another irc account (say 'bar'), send a private message to 'foo'
- The private message will be displayed as a new message in #foo and the
notification icon will blink indicating a new message
- clicking the notifiation icon will open the new 1:1 chat window
- any further private messages from 'bar' to 'foo' will be displayed in both
chat windows.

(NOTE: In case it's not obvious, the messages don't actually get sent to the
#foo channel, it just looks like they are).
