[Telepathy] ANNOUNCE: papyon 0.4.0

This is the first release of papyon which is a fork of the unmaintained
pymsn library. It doesn't add much features over pymsn 0.3.3 but is
mostly a name-change release so telepathy-butterfly can start to use it.
