[Telepathy] ANNOUNCE: telepathy-spec 0.17.26

Here's telepathy-spec 0.17.26, the "secret release name!" release.

The major change is that the ChannelDispatcher and related interfaces are no
longer marked as experimental. Bindings will appear in telepathy-glib soon.

The current development version of telepathy-spec is available as HTML:

New stable API:

* ChannelDispatcher is finally declared to be stable, as is its optional
  OperationList interface. The ChannelDispatchOperation and ChannelRequest
  objects that it exports are also considered to be stable.

* The Client interface is also declared stable, along with client types
  Observer, Approver and Handler, and the optional Requests interface for
  Handlers.

Fixes:

* The punctuation used in naming the new errors from 0.17.25 has been
  corrected, meaning that code-generation tools will produce the right names
  (this change was already backported into the copies of telepathy-spec found
  in telepathy-glib and telepathy-qt4).
