[Telepathy] Announce: telepathy-glib 0.11.3

The "can we have a hippopotamus?" release. This version includes both the
bugfixes from today's 0.10.4 release.

Please note that this version exposes a bug in telepathy-butterfly <= 0.5.8
(the symptom is that all MSN users, whether online or offline, appear in
the Empathy contact list, with no presence icon). Distributions should avoid
including telepathy-glib 0.11.3 until they also have telepathy-butterfly
0.5.9, which will be released soon.

telepathy-glib is the GObject binding for the Telepathy real-time communication
framework, which can be used to implement user interfaces, connection managers
(protocol backends), and other Telepathy components.
