Enhancements:

• Added an --enable-is-a-phone configure switch, which makes Gabble identify
  itself as a "phone" (rather than a "pc") in XEP-0115 disco replies.

• Contacts' XEP-0115 capabilities are cached when possible, resulting in less
  traffic, especially when signing on. (fd.o #19604, daf)
