[Telepathy] Recommended versions of Telepathy components for 2.32

Hi all,

Strictly speaking, Empathy 2.32.0 will depends on:
- telepathy-glib 0.11.16
- telepathy-mission-control 5.2.0
- folks 0.1.15

But we strongly recommend to distributions to ship latest releases of
the stable branches of those components.
In practice, we advise them to use telepathy-mission-control 5.6.0, the
upcoming telepathy-glib 0.12.0 and folks 0.2.0.
Futur releases in these branches will only contain bug fixes.

I updated http://live.gnome.org/TwoPointThirtyone/ExternalDependencies
accordingly.

We also suggest you to use the latest releases of telepathy-gabble
0.10.x (0.10.0 currently) which is also a stable branch.
