No, currently it's hard coded. Although I'm working on a way to set it
dynamically according to the network bandwidth, etc.

The codec-preferences are just preferences.. The VP8 RTP
pay/depayloaders are only in the newest version of gst-plugins-bad as
the standard is not yet completed.
