The “Perrier-cassis” release. This is the start of a new development
branch that will lead to 0.18 in roughly 6 months. This release contains
all the fixes from 0.16.2.

Enhancements:

• fdo #41801: add high level API to block/unblock contacts. (Guillaume)

• fdo #42546: add TP_CONNECTION_FEATURE_CONTACT_LIST_PROPERTIES a
feature preparing ContactList's properties without preparing the contact
list itself. (Guillaume)

• fdo #42503: the TpChannelDispatchOperation passed to
TpBaseClientClassObserveChannelsImpl is now prepared. (Xavier)

• fdo #41455: it's now possible to install tp-glib's test suite.
