Sorry, "other KDE-Telepathy guys" is not enough information for me to
act on. Please bear in mind that I haven't touched Telepathy-Qt since
2010 and have never been a KDE contributor :-)

Each prospective maintainer needs to request a freedesktop account if
they don't have one already. For details, see:
<http://www.freedesktop.org/wiki/AccountRequests/>

For new accounts, please open a Telepathy bug titled something like "new
account for Jane Doe", attach a PGP/GPG public key for account
management and a SSH public key to log in to freedesktop machines,
mention that you want to be in the telepathy group, and put George,
Andre and/or Dario in Cc so they can say "yes".

For existing fd.o accounts that are not yet Telepathy committers, please
open a Telepathy bug "Telepathy commit access for Jane Doe" and, again,
Cc George, Andre and/or Dario so they can say "yes".

Tp-Qt people: please reply to those requests to approve the request, if
appropriate. What you are approving is "this person seems to be who they
say they are, and they should get commit access to Telepathy". Please
keep either me or telepathy-bugs@ in the Cc, and I'll sort out the rest.

Thanks,
    S
