[Telepathy] Bumping dependencies in a minor release

I need to update TpQt to use Farstream 0.2 (instead of 0.1) and
Gstreamer 1.0 instead of 0.10

Can I do this in a minor release (i.e 0.9.5) or will doing so force us
to become 0.10.0?
