Normally, only one party has to have a TURN server for the connection
to work. So if the other party proposes TURN candidates, you can
connect to it as if it was the other side's client and you've won.

You could even be using two separate TURN servers, for example, if
you're in a corporate network and your only way out is a HTTP or a
SOCKS proxy, then you need to be using a TURN server to get out. So in
that case, you need your own. It's pretty much the only case.
