That isn't very clear answer to me. If I understood right,
telepathy-ring currently has no maintainer. It would make sense the
people developing it maintains it (and do the release and all).
Maintenance can be done from github, or freedesktop.org, account can be
created as need if freedesktop.org is prefered.

Is that what you mean Simon ?
