[Telepathy] "Configure notifications for" dropdown missing

Hi!

Is there any reason that "Configure notifications for" dropdown is not
present when settings window is shown from within a chat window
(Settings|Configure Notifications…)? Actually, why wouldn't this
dropdown be shown always when contact list is accessible (user is
logged in)?

Is there some bug or request for this feature present?
