It seems that I accidentally merged Meson code from `master` branch
before P3 port so it didn't work. I also confused with tests python 3
port from a sibling (mission control) project — the tests actually
were not ported to P3 for 0.2.1 release.

For this release, I ensured that Meson build actually works and all
(including twisted) tests are passed.

Enhancements:
• Port tests to Python 3
• Adjust code Meson to use Python 3
