Replacing the empty short-desc of m17nlib.scm with following string enlarges
helper-message size to 2.6KB from 1.4KB, and uim-im-switcher fails to receive
the enlarged message on FreeBSD 5.3 platform. uim_helper_get_message() returned
zero. Tested against r1376.
