GNU Emacs has deprecated `make-local-hook' back in GNU Emacs 21 and no longer
provides it since GNU Emacs 24. `add-hook' local option will already make hook
buffer local.

Attached patch use it conditionally only for XEmacs and explicitly put 'local
instead of t for clarity.
