* This commit re-enables all m17nlib IMs. Although they are redundant
  and unconfortable, they can be disabled by uim-pref

* scm/m17nlib.scm
  - (duplicated-im-list): Revise the comment
  - (duplicated-im?):
    * Always returns #f to enable all IMs. Original behavior is also
      preserved as unused code
    * Add a comment
