[Uim] uim users list?

Hello!

Before I start posting my (embarrassingly newbie-ish) question, I just
wanted to check that this is an appropriate forum for it. I took a look
through the archives, but can't readily tell whether this is a user (support)
list, or a developer's list. If its the latter, could somebody direct me
towards a more appropriate place for asking "how do I do this" type
questions?
