No, you can use uim-toolbar-gtk-systray without gnome session (gnome
panel). There are three types of uim toolbar.

uim-toolbar-gtk: Standalone.
uim-toolbar-gtk-systray: System tray.
uim-toolbar-applet: Gnome applet. 

uim-toolbar-gtk needs GTK+ only.

If you want to use uim-toolbar-applet, you need to run gnome-panel.

If you want to use uim-toolbar-gtk-systray, you need to run system tray
applet or something. For examle, xftaskbar4 supports system tray by
default. I don't know well, but gnome-panel and KDE seem supporting
system tray, too.

uim-kdehelper also have three types of toolbar, standalone/system tray/
applet.
