* uim-xim
 - Now uim-xim *doesn't need* UTF-8 locale again. (But if your uim-xim
   works on UTF-8 locale, you can input any characters representable 
   in UTF-8.)
 - xim/locale.cpp : Added #include <locale.h> to fix compile error in some
   environment.
 - Disabled fontset change of over-the-spot style preedit area upon
   im-switch.

* uim-fep
 - Corresponded to uim's new default IM selection scheme.

* toolbar-gtk
 - Fix cannot be compiled with Gtk+ 2.2.x.

* libuim
 - Remove invalid calling of textdomain.

* Updated intltool-extract.in, intltool-merge.in, intltool-update.in to 0.31.2.
  [memo]: intltool 0.31.3 seems incompatible with old gettext.
