[Uim] Inter-project input method icons package

Hi,

I've created a small project for input method icons.

It packages the icons of both scim-imengine project and uim
project to reduce icons reuse cost of any input method -related
projects. It is intended that an icon addition or update is
committed to the inputmethod-icons project first, and then
imported to each input method projects, to centralize original
source repository of the icons. This project is created in
cooperation with scim-imengine members.

Jae-hyeon, Etsushi, Hirosi, could you permit using these icons
under LGPL in addition to uim's BSDL?
