[utf-8] Where can I find help for unicode-translation?

Hi,

I am working on the Dutch translation occasionally.  Some things are
unclear, though:

- what do the asterisks at the end of strings mean?
- is the pot file current?  It differs in some respects from what I see
in gucharmap.

and others.  No one on irc, I am afraid.
