[VDPAU] about VdpPresentationQueueSetBackgroundColor

If I call VdpPresentationQueueSetBackgroundColor with a background color, what does the alpha member mean？

If the background color is(0.0,0.0,0.0,1.0), does it mean the video is always on top, never be obstructed by anything that overlaps on with it?
