You can easily cross-compile virglrenderer (it is trivial with mingw32-configure/make on fedora). However, I am not aware of anyone actually testing it. I suppose you could get qemu/sdl to show the display.

Regarding Windows guest support, there is only preliminary work done by Nathan Gauër, a summer of code student.
