[virglrenderer-devel] gles 3.1 some very rough start patches

These branches are a useful starting point -- most dEQP GLES31 tests
do run to completion. The Chromium team is also looking into GLES31.
We'll probably focus on improving the current patch-set rather than
implementing new functionality (i.e, few Mesa side changes). For
anyone interested in working on this, below is our branch and tracking
bug (so we can avoid duplicating work).
