[virglrenderer-devel] [rfc] workaround broken kernel capsets

I'm just sending this to virglrender-devel initially, it has a
patch for virglrenderer, qemu, kernel and mesa.

It introduces a second capset that we can version properly,
and fixes the kernel bug to only copy the smaller of the sizes
to userspace, and adds a mesa query to use the new infrastructure.

This is a pita but the patches don't seem too onerous.
