[virglrenderer-devel] No more need to add the R-b tags after an MR has been reviewed

Dear all, 

because now Marge Bot is used for merging, all newly merged commits
contain the tag 

 Part-of: <Link to merge request>

Since in the discussions in the merge request contain the information
about who reviewed, tested, and or acknowledged the merge request, it
is no longer required that the author of the MR updates the commits
with the `Reviewed-by` or similar tags.
