Looks good to me, except that the next release will be 1.4.0, not
1.3.90. If you intended it that way, ok. We'll just need to sed the file
when renaming it to waffle-1.4.0.txt.

Immediately after tagging waffle-1.3.0, I bumped the version to 1.3.90
in the CMakeLists. When I decided to do that, I distinctly recall
deciding to follow the precedent set by Wayland, though other projects
follow this convention too. If you look at git log of Wayland's
configure.ac, you'll see that Wayland has followed this convention for
1.1.90 through 1.4.90.
