Sorry but this is rather vague, and not an indication that waimea isn't working 
-- like most window managers that don't have taskbars or other decorations, all 
you will initially see is a blank screen. Some indication that waimea isn't 
working would be if you've launched programs but they haven't shown up*, or if 
you've right clicked on the background and the menu doesn't pop up.

* A good way to test this would be to have your .xinitrc launch an xterm, by 
including the line "xterm &" (without quotes). Note that unless your .xinitrc 
launches some kind of session manager (such as GNOME's gnome-session), no 
programs will be automatically started upon login, which you may be used to.
